What is a basic animation software?

I’m looking to just create a basic animation. I don’t need flash or after effects, I’m just looking to animate stick figures doing basic things like walking or shooting. I’d like to find a free one that I can download, but if I have to pay a small fee, I’m ok with that. Even if it’s flip book style. I just need to be able to save it as a movie file or something when I’m done.
